The max iOS version this iPad will run is 9.3.5 (which is installed). I can confirm as today that I am unable to install on my first gen iPad Mini because it requires an ios 10.0 or latter device, and also I don´t get an option to get an older I am having the same problem trying to download the app from Apple's App Store.
